J. Christopher Frey, President and Principal Conservator
Chris established Keystone Preservation Group in 2005 after serving in Senior Associate and Associate-level positions in historic
preservation consulting for 8 years. He holds a B.A. in History from Dartmouth College (1992) and an M.S. in Historic Preservation
from the University of Pennsylvania (1997). Chris has been designated a Professional Associate with the American Institute for
Conservation of Historic and Artistic Works (AIC). He has published or presented technical and preservation-related studies with the
Journal of the American Institute for Conservation (JAIC), Association for Preservation Technology Delaware Valley Chapter (APT/DVC),
Preservation Pennsylvania, Pennsylvania Historical and Museum Commission (PHMC), New Jersey State Historic Preservation Office (NJ
SHPO), the University City District and the Allentown Historical Society. Chris served jointly on the Doylestown Borough Historic and
Architectural Review Board (HARB) and Doylestown Borough Planning Commission for three years and acted as a liaison between the

Shelby Weaver Splain, Director of Preservation Services
Shelby joined Keystone Preservation Group in January, 2008. She holds a B.A. in Historic Preservation from Goucher College (1994)
and an M.A. in Historic Preservation Planning from Cornell University (1997). Shelby has developed a recognized expertise in the
Rehabilitation Investment Tax Credit and National Register programs. Over the course of her career, she has provided survey and
research for over 3,000 individual buildings in four Districts listed on the National Register of Historic Places. In addition to field work,
Shelby authored the New Jersey Historic Preservation Office’s guidelines for architectural survey and was recently selected as the
survey consultant to work with PHMC and the African American Museum in Philadelphia to conduct a comprehensive survey of African
American communities across Pennsylvania. Shelby also serves on the board of the Sellersville Historical and Achievement Authority, a
municipal-appointed board that oversees the operation and programs of the Sellersville Museum. She is currently working to secure
grant funding for a strategic plan and developing a historical and architectural walking tour. Resume
